The most common Buddhist metaphor for saṃsāric suffering is that of the multitudes drifting at sea. Therefore, it’s ironic that the horrifying images of thousands of Rohingya boat people being refused landing did not stir much empathy among Thai Buddhists, despite the often recited chant that all beings are “in the same boat” in our suffering.
As the public debate raged on in the social media whether Thailand should provide shelter to these people, pitting humanitarianism on the one hand against concerns about the country’s resources and security on the other, it is a surprise that in this predominantly Buddhist country where 94% of the population claim to be religious – more than any other country in a recent survey[1] -- Buddhist virtues such as mettā (kindness) and karuṇā (compassion) rarely came up as reasons to save the lives of these fellow human beings. On the contrary, upekkhā (equanimity) was used as a reason to cast them again at sea, even after having been exploited by Thai human traffickers.
In fact, mettā, karuṇā and upekkhā belong to the same group of Buddhist teachings called “Brahmavihāra”. According to the traditional explanation, kindness (mettā), compassion (karuṇā), empathetic joy (muditā) and equanimity (upekkhā) are to be applied as a mother would respectively treat her four children: a baby, a sick child, an adolescent child enjoying life, and a grownup child busy with her own affairs.
Even when this explanation is understood as choosing a Brahmavihāra facet to suit each circumstance, it’s obvious that the Rohingya deserve our compassion, not apathy.
However, the Buddha actually taught - for example, in Subha Sutta – that all four Brahamavihāra virtues are to be applied in all four quarters – that is, towards all beings without discrimination – rather than cherry-picking which one to practice out of convenience.
If anything, the real test for kindness and compassion is when misfortune falls on those we disagree with or disapprove of; empathetic joy when they meet with good fortune; and equanimity when hardship falls on us or our loved ones. Not the other way around.
Choosing to be kind only when it suits one’s narrow interest is the definition of being selfish, not of non-self (anattā) taught by the Buddha. Limiting compassion to compatriots befits nationalists, not those who claims their faith to be a world religion.
In Theravāda Buddhism, nirvana and the path leading to it are often described in negative term as the total elimination of passion or greed, hatred and delusion. This leaves enlightenment rather cold and bloodless, but it is not the only way.
In “Kindness and compassion as means to nirvana in early Buddhism” [2], the eminent Pali-Sanskrit scholar Richard Gombrich[3] has shown that Brahmavihāra is a positive description of the salvific path to nirvana.
What more can be imagined of an enlightened person than perfected kindness, compassion, emphatic joy and equanimity equally towards all beings? What more can be expected of those who claim to follow the footsteps of the Buddha than the efforts to practice these very same virtues indiscriminately?
Professor Gombrich wrote, “…the conventional view of the Buddha’s message and his place in the history of world religion is wrong: that far from preaching that the only solution to life’s problems lay in eliminating emotion, he was the person who found a way to salvation through emotion, albeit emotion purified of selfishness; … that it was the Buddha who introduced love and compassion into Indian religion.”
As fellow human beings, the Rohingya are to be helped and not left to the geopolitical game of “human ping pong” regardless of their origins and reasons for leaving their countries. One doesn’t even need to be a Buddhist or religious to realize this. One only needs to be human.
Humanitarianism is based on the principle that every single human life has an equal intrinsic value regardless of race, ethnicity, religion, sex, age, disability, sexual orientation, gender identity, or any other status. Aiming to save lives and alleviate suffering, it has made the world a better place through the abolition of slavery, the protection of refugees, the universal suffrage, the civil rights movement, the battle against torture and the death penalty, and the recognition of human rights for all especially marginalized groups.
Most people would assume close alignment – if not perfect agreement – between humanitarianism and Buddhism whose ultimate goal is to end suffering. But the reality in predominantly Buddhist countries defies such assumption. The Rohingya humanitarian crisis may come as a big shock because of its visibility and scale, but domestic situations in several of these nations are not much better, with unending use of the death penalty, rampant political persecution against dissents, and widespread discrimination against minorities in blatant and subtle ways.
Although humanitarian failures in Buddhist societies can always be blamed on the respective governments, groups or persons, it needs to be asked how in these countries Buddhist teachings may have been disregarded or even employed to rationalize apathy, justify the suffering of the victims or, worse, sanction violence against them.
Where did traditional Buddhism and humanitarianism part way? In the author’s opinion, the divergence lies in the fact that humanitarianism values all human lives equally, while most traditional Buddhists reject the idea of human equality.
For example, in Thailand it has often been argued that humans are born unequal like the five digits on one’s hand, because they have committed different karma in their past lives – and therefore deserve different treatments in the present one. Although often attributed to the Buddha, this apocryphal justification for a caste-like system was actually promoted by Phraya Anumanratchathon to support Thailand’s social stratification.[4]
Karma is used as the “Theory of Everything” to account for why someone is born non-Buddhist, poor, disabled, female, gay, transgender or sickly, or became victim of accident, violence or disaster. Karma provides the “diagnosis” of their ordeal, as well as prescribes the “remedy”. The only thing they need to do, we are told, is making ritual merits and hope for a better life next time around.
First and foremost a moral guidance, the law of karma has been most effectively used for centuries by Buddhist states as a tool to justify authority and social control. This is apparent in literature such as the Sukhothai-era “The Three Worlds of King Ruang”.
In The Buddha’s Way to Human Liberation[5], the Sri Lankan Buddhist scholar Nalin Swaris wrote, “Dominant ideologies seek to provide pseudo explanations to assuage the protests of the oppressed against their condition by assuring them that wrongs will be righted and justice vindicated, in another world or in a future life after death.”
The view of karma as a law of individual reward and punishment certainly fits the bill. In Money, Sex, War, Karma, author David Loy pointed out, “Taken literally, karma justifies the authority of political elites, who therefore must deserve their wealth and power, and the subordination of those who have neither... If there is an infallible cause-and-effect relationship between one’s action and one’s fate, there is no need to work toward social justice, because it’s already built into the moral fabric of the universe.”
Attributing personal circumstances solely to individual responsibility conveniently pre-empts an examination of unjust social conditions. The indoctrination of such karmic law blinds those in traditional Buddhist societies to structural violence and, as a result, precludes the vision and demand for social justice.
In such a belief system, an egalitarian society is not only unrealistic, but undesirable. Swaris wrote, “The insidiousness of this system of [karmic] justice is that the social grid of inequality and of ‘high’ and ‘low’ has to remain unchanged to make sure that the good will be rewarded and the evil punished. The theory mystifies and leaves undisturbed a patently unjust social system.”
The near universal acceptance of karmic law in these countries turns it into a self-fulfilling prophecy. When people believe that karma predetermines everything, they become active and passive agents to turn it into social order and regulations, as well as sustain its function and propagate the belief.
For example, karmic fatalism (“karma is destiny”) encourages reckless and irresponsible behaviors like gambling and drunk driving, while karmic conservatism (“let karma take care of the matters. Nothing can be done about it”) is often used for self-consolation when one witnesses injustice and lacks recourse.
Karmic panglossianism is when the belief in a perfectly just universe leads to a conclusion that the victims must have done something bad in their past lives to deserve their present predicaments.[6] Having already shifted the blame onto the victims, it is therefore acceptable to leave them to their own devices and let the law of karma take care of itself.
When this view is adopted by the victims or the disadvantaged themselves, it can either lead to karmic defeatism – where they are resigned to their conditions – or karmic activism – where they become hyperactive in making ritual merits for better next lives. In both cases, however, it would not occur to them that their ordeal is conditioned by society. Although karmic activism encourages charity, it also enhances the hyper-egoistic belief that “giving hands are higher than receiving ones” and obstructs the creation of social welfare based on equality.
Karmic elitism (for example, the belief in those with pāramī or karmic clout), on the other hand, cements the power structure for the haves, undercuts the rule of law, promotes the culture of impunity, breeds corruption and nepotism, and undermines democracy (“Poor uneducated people should not be allowed to vote. They can’t even help themselves out of their own karma.”).
Ironically, instead of questioning the social hierarchy and structural violence stacked up against them, many “karmic have-nots” are eager to join or associate with the “karmic elites”, because enforcing karmic regulations give them a sense of power and self-righteousness in the cosmic pecking order.
On the other hand, many Buddhists see the Buddha’s teachings purely in term of personal salvation. They completely turn their back to the karma-filled world in order to meditate in solitude. Such karmic isolationism, however, is ultimately self-centered and again conflicts with Buddha’s teachings on non-self (anattā).
The worst, however, is the use of karma to exact revenge. If someone is pre-judged to have committed bad deeds in a past life or a crime in this one, they are supposed to pay the price in the form of social sanction, active discrimination and violence. Such karmic vigilantism manifests as social disdain against marginalized groups, mob lynching of those accused of serious crimes, and huge popular support for the death penalty. Forget the famous Dhammapāda verse, “Hatred is never appeased by hatred. It is appeased only by love.”
Therefore, to truly realize humanitarianism in Buddhist societies it is required that such karmic views be debunked.
The first fundamental problem with karmic determinism is that the Buddha would have none of it. In Sivaka Sutta, the Buddha flatly rejected such view that "whatever a person experiences, be it pleasure, pain or neither-pain-nor-pleasure, all is caused by previous karma.” He declared that those who hold such view “go beyond what they know by themselves and what is accepted as true by the world", and pointed out that physical, biological and social factors can cause present experience. In fact, the issue of karma and its consequences is one of the four “unconjecturables” on which the Buddha discourages speculation in Acintita Sutta.
The second problem is that the use of karma to justify caste-like inequality in many Buddhist societies would be an affront to the Buddha who spent much of his life rebelling against the caste system.
The Buddha arose in the age of mass-urbanization in the Indian subcontinent which saw tremendous political changes and social upheavals such as the disintegration of tribal affiliation, the emergence of vast monarchic states, large-scale wars, flourishing trade, amassing of wealth, and rising crime, etc.
In Vasettha Sutta, the Buddha said, "Action (karma) makes the world go round. Action turns generations of men.” He was, therefore, acutely aware that human actions are responsible for social changes, including those happening around him, and that old traditions and social conditions were likewise products of past man-made events.
Next he said, “Beings are held together by action, like the chariot wheel by the linchpin,” meaning that people are also subjected to these man-made social conditions. The two revolve around each other.
Taken the whole verse together, it shows the Buddha’s insight that individuals and society are mutually conditioned – causing and caused by each other. The conclusion, therefore, is that our existential suffering is inseparable from social ills. One cannot resolve one without resolving the other.
The Buddha couldn’t have failed to notice the woes caused by caste inequality all around him. To address this injustice, he needed to debunk the myth of cosmically predetermined caste and exposed it as a man-made system of privilege and oppression.
First, in Nibbedhika Sutta, he said, "It is volition (cetanā), monk, that I declare to be karma.” This declaration unyoked individual ethics from the particular situation in which a person is born – a frontal attack on caste. As Professor Gombrich pointed out in What the Buddha Thought that, “…the intention of a Brahmin cannot plausibly be claimed to be ethically of a completely different quality from the intention of an outcaste: intention can only be virtuous or wicked.”
But that’s only half of the Buddha’s revolution. He continued, “Having willed, one performs an action by body, speech or mind." The Buddha was well aware that the interpersonal and social consequences of an action take it well beyond the sphere of individual ethics into the sphere of public morality. Therefore, morality too must be freed from the tyranny of caste.
This he did in Vāsettha Sutta. He leveled the moral ground by dismantling one by one the claims to moral superiority of those in higher castes. In its place, he asserted a morality of equality with a declaration on the oneness of all humanity.
“… with humans no differences of birth make a distinctive mark in them; nor in the hair nor in the head, … nor in the buttocks or the breast, nor in the genitals or ways of mating, … nor in their color or in voice. … In human bodies in themselves, nothing distinctive can be found. Distinctions among human beings are purely verbal designation.”[7]
And how did these distinctions come to be in the first place? In Culakammavibhanga Sutta, the Buddha was asked, “… what is the cause and condition why human beings are seen to be inferior and superior? For people are seen to be short-lived and long-lived, sickly and healthy, ugly and beautiful, uninfluential and influential, poor and wealth, low-born and high-born, stupid and wise?”
The Buddha answered, “Beings are owners of actions (karma), heirs of actions; they originate from actions, are bound to actions, and have actions as refuge. It is action that distinguished beings as inferior and superior.”
This verse has been traditionally interpreted only in term of individual past karma. However, since Vāsettha Sutta points out the intimate relationship between actions and society, it is inevitable that this verse too takes on a socially encompassing meaning.
If we replace “actions” with “social actions”, a clearer picture emerges of the relationship between individuals and society: humans control social actions, are both products and producers of social actions, and depends on social actions. Social actions determine human inferiority and superiority.
In other words, today’s society is the result of past collective actions and is determined by them. But we also have the power to change society by actions. Existing hierarchy is socially constructed by past collective actions.
Therefore, distinctions among humans – whether caste, socio-economic status, gender inequality or racial stereotypes -- are socially constructed and imposed along with all the privileges and suffering derived from them.
Recognizing that society is made by human actions, Swaris put forward a new perspective on saṃsāra. Instead of endless rounds of existence in which individuals powerlessly drift from one birth to the next, it is to be understood as the phenomenal world in which we exist as well as all the social conditions effected by human activities (karma).
He wrote, “Saṃsāric repetition is not a mechanical law of nature. It is human beings who birth and rebirth the world [society] by their repeated practices... Human beings are not the pure products of conditions; neither are they sovereign agents who are totally independent of conditions. The Buddha taught that conditions are not results of chance, the fates or the creation of gods. Human conditions have conditionally co-arisen – thus become through the action of other beings.”
Having established the equality of all human beings, it follows that everyone deserves to be treated with fairness and justice. Equality and justice are two sides of the same coin.
What would a just society based on equality looks like? To answer this question, we can try putting to work the four facets of Brahmavihāra in a thought experiment devised by the American philosopher John Rawls for his theory of justice.
Rawls famously proposed the "veil of ignorance", behind which one is deprived of all knowledge of one's own personal characteristics as well as social and historical circumstances. From this "Original Position", each of us is asked to define just conditions for a society, into whose different positions we will be randomly assigned.
Unaware whether we will be disabled, able-bodied, male, female, transgender, young, old, straight, gay, atheist, Muslim, Christian, Buddhist, citizen, migrant worker, refugee and so on, Rawls argued that we would all agree on equal basic liberties for all. He also argued that, in order to overcome the inequalities of natural contingencies, we would select conditions that are most beneficial to the least advantaged people.
In real life, we also had no idea who, where or how we would be born. If we had the chance to design a world before we came to be who we are, how would we make it out to be? We likely would come to a conclusion not very different from Rawls'.
Behind Rawls' veil, we also don't know what positions our family and loved ones would find themselves in. This is the approach that the Buddha took in Anamattagga Saṃyutta when he said "… this saṃsāra is without discoverable beginning…. It is not easy to find a being who in this long course has not previously been your mother, your father, your brother, your sister, your son, your daughter…."
In the final analysis, saying that "My loved ones could be in any of those social positions (Rawls)" and "All of them in those positions have been my loved ones in saṃsāra (Buddha)" amount to the same thing. By drawing a conceptual veil to temporarily block out our favoritism and selfishness, Rawls brings out the deep-seated sense of justice in us, in the same way that the Buddha would have liked us to treat all of humanity as our family.
Of course, no country in the world has achieved perfect equality and absolute justice. However, a society in which people are treated differently due to the accidents of their births is probably the farthest away from it than most.
Buddhist societies, therefore, must realize that the traditional interpretation of karma cannot legitimize inequality and injustice, nor can it negate kindness and compassion. In fact, it contradicts – both in spirit and in letters – the Buddha’s teachings on karma which was meant to encourage moral rectitude and positive actions. It is a travesty to use karma to justify inaction, especially in the face of grave injustice.
The Buddha’s declaration that the world is constructed by human actions in Vāsettha Sutta also implies that it can be de-constructed and re-constructed anew by human actions. The chariot metaphor in that discourse was repeated by the Buddha in Saṅgaha Sutta to specify the kind of actions which lay foundation for a desirable society:
“Giving (dāna), endearing speech (peyyavajja), beneficent conduct (atthacariyā), and treating all as equals (samānattatā), as each deserves. These bonds of relationships, are in the world, just as the linchpin of a moving chariot.”
These four social glues are known as Saṅgahavatthu (“principles of service”, or literally “the means for holding together”). Although all four of them are conducive to humanitarianism, the last deserves special attention.
With its roots sama (even, level) and anattā (non-self), samānattatā is often translated as impartiality or equanimity. The Commentary’s explanation that it means “being the same in happiness and suffering” makes it appear identical to upekkhā (equanimity) of Brahmavihāra.
However, the Commentary gets more specific: “This means sitting together with them, living together, and eating together.” In the Buddha’s time when people of different castes were prohibited from socializing or even eating together, this signifies an unconventional spirit of equality.
Samānattatā, therefore, can be seen as the social manifestation of an upekkhā mind. When one maintains evenness to one’s own happiness and suffering (upekkhā), one can fully share the happiness and suffering of others (samānattatā). It is the ability to relate to others as equal human beings – no more and no less – and take their suffering as one’s own, rather than giving them a hand in order to collect karma points or feel smug about ourselves.
It may not be wrong to say that giving (dāna) is a social manifestation of kindness, beneficent conduct (atthacariyā) of compassion, endearing speech (peyyavajja) of empathetic joy, and samānattatā of equanimity. With Brahmavihāra to ensure that all actions are applied to everyone equally without preference or prejudice, the four “principles of services” then provide Buddhism with a strong practical basis for humanitarianism.
Although the Buddha’s proclamation of human equality made him far ahead of his time, we are now in a milieu where the global norms have caught up with his vision. Humanitarianism aims to save lives and lessen the suffering for all, while human rights principles reassert that we are all entitled to the same basic protection and necessities of life by the virtue of being born human. Without questions, these should be wholeheartedly supported and promoted by Buddhists anywhere.
The Rohingya crisis is only one of the saṃsāric suffering increasingly seen in today’s world. Many governments, including those in predominantly Buddhist countries, actively persecute those deemed as threats to the states and throw prisoners of conscience into jail. Corporations continue to poison the environment and take away livelihoods of thousands for the sake of a handful. The list goes on.
At the very least, it is the duty of Buddhists to object to unkind and unfair treatment of individuals and demand that they are treated just as we would like to be treated ourselves. We must protest when LGBTs are deported back to homophobic home countries, displaced people to conflict zones, asylum seekers to their countries of origin where they face persecution, and so on. Even better, Buddhists should become active advocates of social causes such as the eradication of poverty and inequality, promotion of social justice and gender equality, peacebuilding, environmental conservation, and corporate accountability.
Swaris wrote, “… The process that produce suffering in the world can be reversed. What has been constructed can be unconstructed, if through proper investigation, one tracks down the conditions which engender them. This is the basis of the Buddha’s optimism.”
Now it’s our duty as Buddhists to ensure that the Buddha’s hope does not die out under our watch. What would be the point of all the glittering temples and hordes of monks, if we turn a blind eye to mass suffering in the world?

อุปมาของการเวียนว่ายในวัฏสงสารที่พบได้บ่อยที่สุดในพุทธศาสนา คือ ภาพฝูงชนลอยเคว้างคว้างกลางทะเล ดังนั้นจึงเป็นเรื่องขำไม่ออกที่ชาวพุทธไทยจำนวนมากไม่รู้สึกรู้สาอะไรกับภาพความโหดร้ายเมื่อชาวโรฮีนจานับพันๆ คนในเรือถูกปฏิเสธไม่ให้ขึ้นฝั่ง ทั้งๆ ที่ปากมักพร่ำสวดว่า ทุกชีวิตล้วนเป็น “เพื่อนทุกข์” เหมือนลงเรือลำเดียวกัน

แต่ที่จริงแล้ว พระพุทธเจ้าทรงสอน (เช่น ในสุภสูตร) ว่า ให้ใช้พรหมวิหารทั้งสี่แผ่ไปในทั้งสี่ทิศ นั่นคือ ใช้กับทุกคนโดยไม่เลือกปฏิบัติ มิใช่เลือกใช้อันใดอันหนึ่งแล้วแต่สะดวก
หากจะทดสอบความเมตตากรุณาที่แท้จริง ก็ต้องดูว่าเรามีให้ต่อผู้ที่เราไม่เห็นด้วยหรือไม่ยอมรับหรือไม่ในยามที่เขาประสบทุกข์ภัย หากจะทดสอบมุทิตาที่แท้จริง ก็ต้องดูว่าเรามีให้ต่อผู้ที่เราไม่รักหรือไม่ในยามที่เขามีโชคลาภ และหากจะทดสอบอุเบกขาที่แท้จริง ก็ต้องดูว่าเรามีหรือไม่ในยามที่ตัวเราเองหรือคนที่เรารักประสบความยากลำบาก ไม่ใช่อย่างอื่น
การเลือกที่จะใจดีมีเมตตาเมื่อสอดคล้องกับประโยชน์ของตนถือเป็นนิยามของความเห็นแก่อัตตา หาใช่ อนัตตา ที่พระพุทธองค์ได้สอนไว้ไม่ และการจำกัดให้ความกรุณาแต่เฉพาะเพื่อนร่วมชาติก็เหมาะกับนักชาตินิยม ไม่ใช่ผู้ที่อ้างว่าศาสนาของตนเป็นศาสนาโลก
ในพุทธศาสนาเถรวาท นิพพานและมรรคอันนำไปสู่นิพพานมักถูกอธิบายในเชิงปฏิเสธ ว่าคือการขจัดความรัก โลภ โกรธ หลงให้หมดสิ้น ซึ่งทำให้การรู้แจ้งหลุดพ้นฟังเหมือนสิ่งไร้ชีวิต ไร้เลือดเนื้อ ไร้ความอบอุ่น แต่ยังมีวิธีอื่นที่อธิบายได้ดีกว่านั้น
ในบทความ ความเมตตาและกรุณาคือทางสู่นิพพานในพุทธศาสนายุคเริ่มแรก (Kindness and compassion as means to nirvana in early Buddhism) [3] นักวิชาการภาษาบาลีผู้มีชื่อเสียงอันดับต้นของโลก ศาสตราจารย์ Richard Gombrich ชี้ให้เห็นว่า พรหมวิหารเป็นคำอธิบายเชิงบวกของทางอันนำไปสู่นิพพานด้วยศีล สมาธิ และปัญญา
เราจะสามารถจินตนาการผู้รู้แจ้งหลุดพ้นได้อย่างไรมากกว่าการเป็นผู้มีเมตตา กรุณา มุทิตา และอุเบกขาอันสมบูรณ์ต่อทุกชีวิตอย่างเท่าเทียมกัน? เราจะคาดหวังอะไรจากผู้ที่เดินตามรอยพระพุทธเจ้าได้มากไปกว่าการพยายามปฏิบัติตามพรหมวิหารสี่โดยไม่เลือกที่รักมักที่ชัง?
ศาสตราจารย์ Gombrich กล่าวว่า “...มักมีความเข้าใจผิดเกี่ยวกับคำสอนของพระพุทธเจ้าและตำแหน่งแห่งที่ของพระองค์ในประวัติศาสตร์ศาสนาโลก โดยเข้าใจไปว่าพระองค์สอนว่าทางออกเดียวของปัญหาชีวิตคือการขจัดความรู้สึก แต่ที่ถูกต้องคือพระองค์ค้นพบทางสู่ความหลุดพ้นด้วยความรู้สึก แต่เป็นความรู้สึกที่บริสุทธิ์ปราศจากความเห็นแก่ตัว...พระพุทธเจ้าเป็นผู้ที่นำความเมตตากรุณามาใส่ไว้ในศาสนาของอินเดีย”
ในฐานะเพื่อนมนุษย์ ชาวโรฮีนจาควรต้องได้รับความช่วยเหลือ ไม่ถูกทิ้งให้เป็นเหยื่อของเกม “ปิงปองมนุษย์” ของการเมืองระหว่างประเทศ ไม่ว่าพวกเขาจะมีถิ่นกำเนิดจากที่ใด หรือออกจากประเทศของตนด้วยสาเหตุใดก็ตาม เราไม่จำเป็นแม้แต่ต้องเป็นชาวพุทธหรือยึดมั่นในศาสนาเพื่อที่จะตระหนักความจริงข้อนี้ ขอเพียงแค่เราเป็นมนุษย์ก็พอ
หลักมนุษยธรรมตั้งอยู่บนหลักการที่ว่ามนุษย์ทุกคนมีคุณค่าในตัวเท่าเทียมกัน โดยไม่คำนึงถึงเชื้อชาติ ชาติพันธุ์ ศาสนา เพศ อายุ ความทุพพลภาพ เพศวิสัย อัตลักษณ์ทางเพศ หรือสถานะอื่นๆ การมุ่งช่วยชีวิตและบรรเทาทุกข์ของเพื่อนมนุษย์ทำให้โลกนี้ดีขึ้น จากการเลิกทาส การคุ้มครองผู้ลี้ภัย การให้สิทธิเลือกตั้ง การเคลื่อนไหวเพื่อสิทธิพลเมือง การต่อสู้เพื่อคัดค้านการทรมานและโทษประหารชีวิต และการรับรองสิทธิมนุษยชนของทุกคน โดยเฉพาะกลุ่มคนชายขอบ
ผู้คนส่วนใหญ่อาจจะทึกทักเอาว่า หลักมนุษยธรรม กับพุทธศาสนาซึ่งมีแก่นสำคัญในการดับทุกข์ มีความคล้ายกันมาก แม้จะไม่เหมือนกันโดยสิ้นเชิง แต่ความเป็นจริงในหลายประเทศที่ประชากรส่วนใหญ่นับถือศาสนาพุทธกลับเป็นขัดแย้งกับความคาดหมายดังกล่าว วิกฤตด้านมนุษยธรรมในประเด็นชาวโรฮีนจาอาจทำให้คนตกตะลึง เนื่องจากขนาดของปัญาที่มองเห็นได้ชัดเจน ทว่าสถานการณ์ภายในหลายประเทศเหล่านี้ก็ไม่ได้ดีไปกว่าปัญหานี้เลย ไม่ว่าจะเป็นการใช้โทษประหารชีวิตอย่างต่อเนื่อง การปราบปรามทางการเมืองด้วยความรุนแรง และการเลือกปฏิบัติต่อชนกลุ่มน้อยอย่างแพร่หลายทั้งในรูปแบบที่โจ่งแจ้งและแยบยล
แม้เราอาจโทษรัฐบาล กลุ่ม หรือปัจเจกบุคคลว่าเป็นสาเหตุของความล้มเหลวด้านมนุษยธรรมเหล่านี้ในสังคมพุทธ แต่คำถามที่ไม่อาจมองข้ามได้คือ ในประเทศเหล่านี้ มีการเพิกเฉยต่อหลักคำสอนของพุทธศาสนา หรือแม้แต่นำคำสอนในพุทธศาสนาไปใช้อย่างไรบ้าง เพื่อเป็นเหตุผลในการไม่ยินดียินร้าย หรือเพื่อสร้างความชอบธรรมต่อความทุกข์ของเหยื่อ หรือที่เลวร้ายไปกว่านั้น คือ เพื่อสนับสนุนการใช้ความรุนแรงต่อคนเหล่านี้
แล้วพุทธศาสนาจารีตกับหลักมนุษยธรรมแยกทางกันตั้งแต่เมื่อไร ในความเห็นของผู้เขียน ความแตกต่างอยู่ตรงที่หลักมนุษยธรรมนั้นให้คุณค่ากับทุกชีวิตอย่างเท่าเทียม ในขณะที่ชาวพุทธจารีตส่วนใหญ่ปฏิเสธความเสมอภาคของมนุษย์
ยกตัวอย่างเช่น ในประเทศไทย มักมีข้ออ้างว่า มนุษย์เกิดมาไม่เท่าเทียมกัน เหมือนกับนิ้วที่ไม่ยาวไม่เท่ากัน เนื่องจากทำกรรมมาต่างกันในชาติก่อน จึงได้รับผลกรรมที่ไม่เหมือนกันในชาตินี้ ความเชื่อนี้มักถูกอ้างว่าเป็นพุทธวจนะ แต่แท้จริงแล้วคำกล่าวอ้างเพื่อสร้างความชอบธรรมให้กับระบบคล้ายวรรณะนี้แพร่หลายมาจากพระยาอนุมานราชธน ในช่วงทศวรรษ 1960 เพื่อสนับสนุนการแบ่งชนชั้นในสังคมไทย[4]
ลัทธิกรรมนี้ถูกนำมาใช้เป็นทฤษฏีครอบจักรวาล เพื่อตู่ว่าทำไมคนจึงเกิดมาจน พิการ เป็นผู้หญิง รักเพศเดียวกัน ป่วยกระเสาะกระแสะ ประสบอุบัติเหตุ หรือเป็นเหยื่อความรุนแรงและภัยพิบัติต่างๆ กรรมถูกอุปโลกน์ใช้เป็นเครื่องมือวินิจฉัยสาเหตุของความทุกข์ยาก รวมไปถึงเป็นยารักษาไปในตัว โดยบอกว่างสิ่งเดียวที่ต้องทำ คือแก้กรรมทำบุญให้มากขึ้นและหวังว่าชาติหน้าจะมีชีวิตดีขึ้น
กฎแห่งกรรมที่มีวัตถุประสงค์หลักเป็นแนวทางด้านการสร้างเสริมจริยธรรม กลับถูกนำใช้เป็นเครื่องมือสร้างความชอบธรรมให้กับอำนาจและการควบคุมทางสังคมอย่างเข้มข้นในสังคมพุทธเป็นระยะเวลายาวนานหลายศตวรรษ โดยปรากฏอย่างเด่นชัดตั้งแต่สมัยสุโขทัย ในวรรณกรรม เช่น “ไตรภูมิพระร่วง”
นักวิชาการด้านพุทธศาสนาชาวศรีลังกา Nalin Swaris ได้กล่าวไว้ในหนังสือ วิถีแห่งพุทธเพื่อปลดปล่อยมวลมนุษย์ (The Buddha’s Way to Human Liberation)[5] ว่า “คตินิยมที่มีอำนาจเหนือกว่า ย่อมสรรหาคำอธิบายปลอมๆ มาใช้เพื่อปลอบประโลมผู้ที่ประท้วงการถูกกดขี่ เพื่อให้ความมั่นใจว่า ความผิดทั้งหลายจะได้รับการแก้ไขและความยุติธรรมจะบังเกิดขึ้นในปรโลกหรือในชาติหน้า”
ความคิดเรื่องกรรมในฐานะเป็นกฎจักรวาลที่ให้คุณให้โทษเช่นนี้เข้ากันได้กับสิ่งที่ Swaris กล่าวถึงอย่างเหมาะเจาะ ในหนังสือ “เงินตรา เซ็กซ์ สงคราม และกรรม” เดวิด ลอย กล่าวไว้ว่า “เมื่อถูกตีความตามตัวอักษร ความเชื่อเรื่องกรรมสร้างความชอบธรรมให้กับอำนาจของชนชั้นปกครองที่ต้องเป็นผู้คู่ควรกับลาภยศและอำนาจวาสนา พร้อมกับการอยู่ใต้บังคับบัญชาของผู้ที่ไม่มีทั้งสองอย่างนั้น… หากการกระทำของมนุษย์กับโชคชะตาสัมพันธ์เป็นเหตุเป็นผลกันอย่างแน่นอนเช่นกฎเหล็ก ก็ไม่จำเป็นต้องพยายามสร้างความยุติธรรมทางสังคม เพราะความยุติธรรมมีอยู่แล้วในเส้นใยทางจริยธรรมของจักรวาล”
การโมเมเอาว่า ชีวิตของแต่ละคนเป็นผลมาจากกรรมส่วนบุคคลเท่านั้น ทำให้สามารถเอาหูไปนาเอาตาไปไร่ไม่ต้องใคร่ครวญถึงเงื่อนไขที่ทำให้สังคมไร้ความยุติธรรม การปลูกฝังความเชื่อเรื่องกฎแห่งกรรมเช่นนี้ทำให้สังคมพุทธจารีตมืดบอดต่อความรุนแรงเชิงโครงสร้าง ผลลัพธ์ที่เกิดขึ้นคือการไร้วิสัยทัศน์และไม่แสวงหาความยุติธรรมทางสังคม
ในระบบความเชื่อดังกล่าว สังคมเสมอภาคไม่ใช่เพียงจะเกิดขึ้นจริงไม่ได้ แต่กลับถือเป็นสิ่งไม่พึงปรารถนาเสียด้วยซ้ำ โดย Swaris ได้กล่าวว่า “ความน่าสะพรึงกลัวที่แอบแฝงอยู่ในระบบยุติธรรม (แบบตามบุญตามกรรม) นี้คือ ตาข่ายทางสังคมที่ไม่เท่าเทียม และมีความ “สูง” และ “ต่ำ” เหลื่อมล้ำกันนี้ต้องไม่ถูกเปลี่ยนแปลง เพื่อให้ “ความดี” ได้รับการตอบแทน และ ”ความชั่ว” ถูกลงโทษ ทฤษฎีนี้อำพรางระบบทางสังคมที่ไม่เป็นธรรมด้วยความลี้ลับจนไม่มีใครกล้าไปแตะต้อง”
การยอมรับกฎแห่งกรรมอย่างเกือบเป็นสากล ทำให้กฎแห่งกรรมกลายเป็นความเป็นจริงที่จับต้องได้ในประเทศพุทธ เมื่อคนเชื่อว่า กรรมเป็นสิ่งที่กำหนดทุกอย่าง พวกเขาก็กลายเป็นเครื่องมือธำรงรักษากฎนี้และเผยแพร่ความเชื่อนี้ออกไป ทั้งด้วยการยอมรับและการนำมาปฏิบัติ
ลัทธิชะตากรรม หรือความเชื่อว่า “กรรมเป็นตัวกำหนดชะตา” ก่อให้เกิดพฤติกรรมประมาทเลินเล่อไร้ความรับผิดชอบ เช่น เล่นพนัน เมาแล้วขับ ในขณะที่ลัทธิกรรมแบบอนุรักษ์นิยม หรือความคิด “ปล่อยไปตามยถากรรม เพราะทำอะไรไม่ได้” มักจะถูกนำมาใช้ปลอบใจตัวเองเมื่อประสบหรือพบเห็นความอยุติธรรมและไม่เห็นหนทางแก้ไข
ลัทธิกรรมแบบจับแพะชนแกะ คือความเชื่อว่าจักรวาลเปี่ยมด้วยความยุติธรรมสมบูรณ์แบบในตัวเอง จนนำไปสู่ข้อสรุปว่า เหยื่อของความทุกข์ยากต่างๆ ต้องทำอะไรไม่ดีในชาติก่อน จึงสมควรได้รับสภาพในปัจจุบัน หลังจากป้ายโทษให้กับผู้รับเคราะห์เช่นนี้แล้ว จึงไม่แปลกถ้าจะปล่อยพวกเขาไว้ให้เป็นไปตามยะถา “กรรม”
เมื่อเหยื่อหรือผู้ด้อยโอกาสรับความเชื่อนี้มาไว้ในหัวตนเอง ก็ทำให้ยอมพ่ายแพ้ต่อชะตากรรม ยอมรับสภาพโดยไม่โต้แย้งดิ้นรนต่อสู้ หรือไม่เช่นนั้นก็กลายเป็นผู้กระตือรือร้นเรื่องกรรมอย่างเต็มที่ ขะมักเขม้นในการทำบุญเพื่อชาติหน้าที่ดีขึ้น แต่ไม่ว่าจะเป็นอย่างใดในทั้งสองกรณี พวกเขาไม่เคยคิดเฉลียวใจว่า ความทุกข์ยากที่เกิดขึ้นกับพวกเขานั้นมีเงื่อนไขทางสังคมอยู่ด้วย
ในอีกด้านหนึ่ง ลัทธิกรรมแบบอภิชน ใช้ความเชื่อเรื่องกรรมเสริมโครงสร้างอำนาจของตนให้แข็งแกร่งยิ่งขึ้น บั่นทอนหลักนิติธรรม (เช่น ความคิดว่า “กฎหมายจะว่ายังไงก็เหอะ ฉันมีบุญมีอภิสิทธิ์มากกว่าคนอื่น”) หนุนเสริมวัฒนธรรมการพ้นผิดลอยนวล บ่มเพาะการทุจริตฉ้อราษฎร์บังหลวงและการเล่นพรรคเล่นพวก และทำลายประชาธิปไตย (เช่นความคิดว่า “คนจนไร้การศึกษาไม่ควรมีสิทธิเลือกตั้ง เพราะแม้แต่ช่วยตัวเองให้พ้นจากกรรมตัวเองยังทำไม่ได้เลย”) จึงเป็นเรื่องน่าเศร้าที่ กลุ่มผู้ไม่มี “บุญ” ส่วนใหญ่กะเหี้ยนกระหือรืออยากเข้าร่วมหรือร่วมมือกับกลุ่มอภิชนผู้มี “บุญ” แทนที่จะตั้งคำถามต่อความเหลื่อมล้ำทางสังคมหรือความรุนแรงเชิงโครงสร้างที่กดทับอยู่
ในอีกมุมหนึ่ง ชาวพุทธหลายคนมองคำสั่งสอนของพระพุทธเจ้าเป็นเรื่องการหลุดพ้นเฉพาะตนเท่านั้น เลือกที่จะหันหลังอย่างสิ้นเชิงต่อ “โลกที่เต็มไปด้วยกรรม” เพื่อบริกรรมพร่ำบ่นอยู่คนเดียว ลัทธิปลีกวิเวกดังกล่าวสุดท้ายแล้วก็ถือตัวเองเป็นศูนย์กลาง และขัดต่อคำสอนของพระพุทธเจ้าเรื่องอนัตตา
แต่ที่เลวร้ายที่สุด คือ การใช้กรรมเพื่อการแก้แค้น เมื่อใครถูกมองว่าเคยทำกรรมชั่วในชาติที่แล้ว หรือก่ออาชญากรรมในชาตินี้ ก็ถูกคาดหวังให้ต้องชดใช้ในชาตินี้ด้วยการถูกเลือกปฏิบัติและความรุนแรงอย่างสาสม ลัทธิกรรมแบบศาลเตี้ยนี้แสดงออกในรูปของการดูถูกเหยียดหยามต่อคนชายขอบ การรุมประชาทัณฑ์ผู้ถูกกล่าวหาว่าก่อคดีอุกฉกรรจ์ และการสนับสนุนโทษประหารชีวิตอย่างล้นหลาม โดยมิได้คำนึงถึงคำสอนในคัมภีร์ธรรมบทที่เป็นที่รู้จักกันดีที่ว่า “เวรไม่สามารถระงับได้ด้วยการจองเวร เวรระงับได้ด้วยความไม่จองเวร”
ดังนั้น การที่หลักมนุษยธรรมจะงอกงามได้จริงในสังคมพุทธ ทัศนะเกี่ยวกับกรรมดังกล่าวจำเป็นต้องถูกหักล้างเสียก่อน
ปัญหาพื้นฐานประการแรกเกี่ยวกับลัทธิกรรมเช่นนี้คือ พระพุทธเจ้าไม่ได้สอนความคิดเช่นนี้เลย ในสิวกสูตร พระพุทธองค์ปฏิเสธแนวความคิดแบบเดียรถีย์ที่ว่า “บุคคลมีความสุข ความทุกข์ หรือไม่สุขไม่ทุกข์ ทั้งหมดนี้ล้วนแต่เกิดจากกรรมเก่า” อย่างสิ้นเชิง และะประกาศว่าคนที่มีความคิดเช่นนี้ “เชื่อเกินไปจากสิ่งที่รู้ได้ด้วยตนเองซึ่งคนทั่วไปก็ยอมรับว่าจริง” โดยยกตัวอย่างปัจจัยทั้งทางกายภาพ ชีวภาพ และสังคมที่อาจเป็นสาเหตุของสิ่งที่เกิดขึ้นในปัจจุบัน ที่จริงแล้ว เรื่องกรรมและผลกรรมเป็นหนึ่งในสี่ “อจินไตย” ที่พระพุทธเจ้าสอนให้ผู้คนคิดคาดคะเนกันไปเอง ตามที่ปรากฏ ในอจินติตสูตร
ปัญหาประการที่สองคือ การใช้กรรมเพื่อสร้างความชอบธรรมให้กับความไม่เท่าเทียมเยี่ยงระบบวรรณะในหลายสังคมพุทธ ถือเป็นการลบหลู่ต่อพระพุทธองค์ผู้อุทิศเวลาในการลุกขึ้นต่อสู้กับระบบวรรณะ
พระพุทธเจ้าอยู่ในยุคการเริ่มเกิดสังคมเมืองขนาดใหญ่ในชมพูทวีป ที่มีความเปลี่ยนแปลงทางการเมืองและทางสังคมขนานใหญ่ เช่น การแตกสลายของชุมชนเผ่า การอุบัติขึ้นของรัฐราชาธิปไตยขนาดมโหฬาร มหาสงคราม การค้าอันรุ่งเรือง การสะสมความมั่งคั่ง และอาชญากรรมที่เพิ่มขึ้น ฯลฯ
ในวาเสฏฐสูตร พระพุทธเจ้ากล่าวว่า “การกระทำ (กรรม) ทำให้โลกหมุนไป การกระทำทำให้คนแต่ละรุ่นหมุนไป” แสดงให้เห็นถึงความตระหนักอย่างเฉียบแหลมว่า การกระทำของมนุษย์คือมูลเหตุของความเปลี่ยนแปลงทางสังคม รวมถึงสรรพสิ่งที่เกิดขึ้นรอบตัว และจารีตประเพณีโบราณ และสภาวะทางสังคมก็เป็นผลผลิตจากเหตุการณ์ต่างๆ ที่เกิดขึ้นจากมือมนุษย์เช่นกัน
พระพุทธเจ้ากล่าวอีกว่า “มนุษย์ทั้งหลายถูกผูกโยงไว้ด้วยกันด้วยการกระทำ เหมือนลิ่มสลักของล้อรถ” หมายความว่ามนุษย์ต่างอยู่ภายใต้สภาวะทางสังคมที่ถูกสร้างขึ้นโดยมนุษย์เอง ทั้งสองสิ่งนี้หมุนรอบซึ่งกันและกัน
เมื่อพิจารณาทั้งสองตอนนี้ด้วยกัน ก็จะประจักษ์ในพุทธปัญญาที่หยั่งรู้ ว่า ปัจเจกกับสังคมเป็นเงื่อนไขของกันและกัน นั่นคือ เป็นทั้งเหตุและผลซึ่งกันและกัน ดังนั้นสรุปได้ว่า ความทุกข์ในชีวิตมนุษย์ไม่สามารถแยกออกจากปัญหาสังคมได้ จึงไม่สามารถแก้สิ่งหนึ่งโดยไม่แก้อีกสิ่งหนึ่งได้
คงเป็นไปไม่ได้ที่พระพุทธเจ้าจะไม่สังเกตเห็นความทุกข์ร้อนอันเกิดจากความไม่เท่าเทียมในระบบวรรณะที่อยู่รอบตัว เพื่อต่อสู้กับความอยุติธรรมดังกล่าว พระองค์จึงจำเป็นต้องหักล้างความเชื่อปรัมปราว่าระบบวรรณะเป็นพรหมลิขิตที่กำหนดไว้แล้ว และแฉให้เห็นว่า เป็นระบบที่มนุษย์สร้างขึ้นเพื่ออภิสิทธิ์และการกดขี่
อย่างแรก ในนิพเพธิกสูตร พระองค์กล่าวว่า “ภิกษุทั้งหลาย เรากล่าวว่าเจตนาคือกรรม” เพื่อปลดแอกจริยธรรมส่วนบุคคลออกจากสภานะส่วนตัว นับเป็นการโจมตีระบบวรรณะแบบซึ่งหน้า ดังที่ศาสตราจารย์ Richard Gombrich ได้ชี้ให้เห็นในหนังสือ What the Buddha Thought ว่า “ไม่มีใครอ้างได้ว่าเจตนาของพราหมณ์มีลักษณะแตกต่างทางจริยธรรมอย่างสิ้นเชิงจากเจตนาของจัณฑาล เจตนามีแค่กุศลหรืออกุศลเท่านั้น” แต่นี่ยังเป็นเพียงแค่ครึ่งหนึ่งของการปฏิวัติของพระพุทธเจ้าเท่านั้น
พระองค์ยังกล่าวอีกว่า “บุคคลเมื่อเจตนาแล้ว จึงประกอบการกระทำด้วยกาย วาจา หรือใจ” โดยตระหนักว่า เพราะผลต่อความสัมพันธ์ระหว่างบุคคลและผลทางสังคมของการกระทำนั้น ก้าวข้ามเกินขอบเขตจริยธรรมของปัจเจก ไปยังขอบเขตของศีลธรรมสาธารณะ ดังนั้นศีลธรรมจึงต้องได้รับการปลดแอกจากการกดทับของระบบวรรณะเช่นกัน
ในวาเสฏฐสูตร พระองค์สร้างความเท่าเทียมทางศีลธรรม โดยการรื้อทำลายอ้างเรื่องความมีศีลธรรมเหนือกว่าของผู้อยู่ในวรรณะสูงลงทีละอย่างๆ แล้วแทนที่ด้วยการประกาศศีลธรรมแห่งความเท่าเทียมด้วยปฏิญญาความเป็นหนึ่งเดียวของมวลมนุษยชาติ ที่
“...ในมนุษย์ทั้งหลาย ไม่มีความแตกต่างในกำเนิด ที่เป็นเครื่องหมายแบ่งแยกเผ่าพันธุ์ ไม่ว่าผม ศีรษะ...ตะโพก อก อวัยวะเพศ หรือวิธีเสพเมถุน... หรือสีผิว หรือเสียง ในสรีระของมนุษย์ ไม่มีสิ่งใดที่แบ่งแยกเผ่าพันธุ์ การแบ่งแยกแตกต่างในหมู่มนุษย์นั้นเป็นแค่คำเรียกขานเท่านั้น” [6]
แล้วความแตกต่างเหล่านี้เริ่มปรากฏได้อย่างไร? ในจูฬกัมมวิภังคสูตร พระพุทธเจ้าถูกถามว่า “...อะไรเป็นเหตุเป็นปัจจัยให้มนุษย์ปรากฏต่ำและสูง มีอายุสั้นและยาว มีโรคมากและน้อย มีรูปลักษณ์ทรามและงาม มีศักดิ์น้อยและมาก มีทรัพย์น้อยและมาก เกิดในสกุลต่ำและสูง ไร้ปัญญาและมีปัญญา”
พระพุทธเจ้าตอบว่า “สัตว์ทั้งหลายมีกรรมเป็นของตน เป็นทายาทแห่งกรรม มีกรรมเป็นกำเนิด มีกรรมเป็นเผ่าพันธุ์ มีกรรมเป็นที่พึ่งอาศัย กรรมจำแนกสัตว์ให้ต่ำและสูง”
คำสอนดังกล่าวมักถูกตีความตามบริบทของกรรมเก่าจากชาติปางก่อน อย่างไรก็ตามเมื่อนำมาพิจารณาร่วมกับวาเสฏฐสูตร ก็จะพบความหมายที่กว้างรวมไปถึงระดับสังคมด้วย
ในฐานะผู้อยู่ร่วมสังคมเดียวกัน เราต้องรับผิดชอบต่อการกระทำของเราและต้องรับผลของการกระทำนั้น สังคมในปัจจุบันคือผลของการกระทำในอดีต ถูกกำหนดโดยการกระทำในอดีต แต่เราก็มีอำนาจที่จะใช้การกระทำเพื่อท้าทายและเปลี่ยนแปลงมัน สิ่งที่ถูกมองว่าสูงกว่าหรือต่ำกว่าต่างก็ถูกประกอบสร้างขึ้นจากการกระทำในอดีต
พูดอีกในนัยหนึ่งคือ ความแตกต่างระหว่างมนุษย์ ไม่ว่าจะเป็นวรรณะ สถานะทางสังคมเศรษฐกิจ บทบาททางเพศ ทัศนคติเหมารวมเกี่ยวกับเชื้อชาติ ต่างถูกประกอบสร้างขึ้นโดยสังคม ถูกบังคับใช้โดยสังคม ซึ่งมาพร้อมกับอภิสิทธิ์สำหรับคนบางส่วนและความทุกข์ของคนอื่นๆ
Swaris ตระหนักว่าสังคมถูกประกอบสร้างขึ้นด้วยการกระทำของมนุษย์ เขาจึงเสนอทัศนคติใหม่เกี่ยวกับสังสารวัฏ แทนที่จะเป็นการเวียนว่ายตายเกิดอย่างไร้การควบคุมจากชาติหนึ่งไปอีกชาติหนึ่ง แต่ Swaris เห็นว่าสังสารวัฏหมายถึงโลกแห่งปรากฏการณ์ที่เราอาศัยอยู่ รวมถึงสภาวะสังคมที่ได้รับผลกระทบจากการกระทำ (กรรม) ของมนุษย์
เขากล่าวว่า “การเกิดซ้ำในสังสารวัฏไม่ใช่กลไกอัตโนมัติทางธรรมชาติ มนุษย์ต่างหากที่เป็นผู้ให้กำเนิดโลก (สังคม) ซ้ำแล้วซ้ำเล่าด้วยการกระทำซ้ำๆ...มนุษย์ไม่ใช่ผลผลิตจากเงื่อนไขสภาวะต่างๆ ล้วนๆ แต่ก็ไม่ใช่ผู้มีอธิปไตยเป็นอิสระโดยสิ้นเชิงต่อเงื่อนไขสภาวะเหล่านั้น พระพุทธเจ้าสอนว่าเงื่อนไขสภาวะต่างๆ ไม่ใช่ผลของความบังเอิญ โชคชะตา หรือสิ่งที่พระเจ้ากำหนด สภาวะของมนุษย์นั้นเกิดขึ้นร่วมกันอย่างด้วยเงื่อนไข เกิดขึ้นจากการกระทำของมนุษย์อื่นๆ”
เมื่อสรุปว่ามนุษย์มีความเท่าเทียมกันแล้ว สิ่งที่ตามมาคือ การที่ทุกคนสมควรได้รับการปฏิบัติด้วยความเป็นธรรมและความยุติธรรม ความเท่าเทียมและความยุติธรรมคือสองด้านของเหรียญเดียวกัน
สังคมที่เป็นธรรมจะมีหน้าตาอย่างไรเมื่อตั้งอยู่บนความเท่าเทียม? เพื่อที่จะตอบคำถามนี้ เราอาจจะลองนำพรหมวิหารมาใช้ในการทดลองความคิดที่เสนอโดยนักปรัชญาอเมริกัน ชื่อ จอห์น รอลส์ (John Rawls) ในทฤษฎีของเขาเกี่ยวกับเรื่องความยุติธรรม
รอลส์ได้อุปโลกน์สิ่งที่เขาเรียกว่า "veil of ignorance" ขึ้น (หรือผู้เขียนขอแปลว่า “ม่านบังอัตตา”) เพื่อใช้กันเอาความรู้ใดๆ เกี่ยวกับลักษณะเฉพาะของตัวตนของเราเอาไว้ก่อน รวมถึงสภาพทางสังคมและประวัติความเป็นมา จากจุดเริ่มต้นนี้ที่รอลส์เรียกว่า "original position" นี้ รอลส์ขอให้เราแต่ละคนนิยามเงื่อนไขทางสังคมที่เป็นธรรม โดยที่ตัวเราเองต้องถูกสุ่มเข้าไปอยู่ในสังคมใหม่นั้นโดยไม่รู้ว่าจะไปอยู่ที่จุดใด
ถ้าเราไม่รู้ว่าเราจะเป็นผู้พิการหรือไม่พิการ หญิง ชาย กะเทย หนุ่มสาว สูงอายุ รักเพศเดียวกัน รักต่างเพศ มุสลิม คริสต์ พุทธ ไร้ศาสนา พลเมือง แรงงานข้ามชาติ หรือผู้ลี้ภัย ฯลฯ รอลส์เชื่อว่า เราจะเห็นพ้องตกลงกันว่า สังคมจะต้องให้เสรีภาพพื้นฐานแก่คนทุกคนอย่างเท่าเทียม เช่น เสรีภาพในการแสดงความคิดเห็น และเสรีภาพทางศาสนา และรอลส์ยังเชื่อว่า เพื่อช่วย “เกลี่ย” ความไม่เท่าเทียมของธรรมชาติ เราจะเลือกสังคมที่ช่วยเกื้อหนุนต่อคนที่เสียเปรียบมากที่สุด
ในชีวิตจริง เราก็ไม่อาจเลือกได้ว่าจะเกิดมาเป็นใคร ที่ไหน อย่างไร หากเรามีโอกาสจะออกแบบสังคมก่อนที่จะมาเกิด (เลือกเกิดไม่ได้ แต่เลือกสังคมได้) เราจะสร้างสังคมนั้นเช่นไร ผู้เขียนเชื่อว่าเราก็คงจะมีข้อสรุปที่ไม่แตกต่างจากรอลส์มากนัก
ภายใต้ม่านบังอัตตาของรอลส์ เราก็ไม่อาจรู้ได้ว่าพ่อแม่พี่น้องเพื่อนฝูงหรือคนที่เรารักเป็นใครบ้างในสังคม นี่ก็เป็นแนวทางเดียวกับที่พระพุทธเจ้าใช้ในอนมตัคคสังยุตต์ ที่กล่าวว่า “สงสารนี้กำหนดที่สุดเบื้องต้นเบื้องปลายไม่ได้ ฯลฯ สัตว์ที่ไม่เคยเป็นมารดา ... บิดา... พี่ชายน้องชาย... พี่สาวน้องสาว...บุตร... โดยกาลนานนี้ มิใช่หาได้ง่ายเลย”
เมื่อสรุปสุดท้ายแล้ว การกล่าวว่า “คนที่เรารักอาจจะอยู่ในจุดใดของสังคมก็ได้” ในแบบของรอลส์ กับ “ไม่มีใครเลยที่ไม่เคยเป็นที่รักของเรา” ในแบบพุทธ ก็มีความหมายเช่นเดียวกัน การใช้ม่านบังอัตตาของรอลส์ปิดกั้นอัตตาและความเห็นแก่ตัวเอาไว้ชั่วคราว และเผยให้เห็นสำนึกความยุติธรรมที่อยู่ลึกในใจของเรา ในแบบเดียวกับที่พระพุทธเจ้าปรารถนาให้เราปฏิบัติต่อมนุษย์ทั้งมวลประหนึ่งครอบครัว
แน่นอนว่า ไม่มีประเทศใดในโลกที่มีความเท่าเทียมสมบูรณ์แบบและความยุติธรรมโดยสมบูรณ์ อย่างไรก็ตาม สังคมที่ปฏิบัติต่อผู้คนอย่างแตกต่างกันด้วยสาเหตุอุบัติเหตุในการเกิดย่อมเป็นสังคมที่อยู่ห่างไกลจากความเท่าเทียมและความยุติธรรมที่สุด
ดังนั้น สังคมพุทธจำเป็นต้องตระหนักว่าการตีความกรรมแบบจารีตนั้นไม่สามารถสร้างความชอบธรรมให้กับความเท่าเทียมและความอยุติธรรมได้ อีกทั้งไม่สามารถใช้หักล้างความเมตตากรุณาได้เช่นกัน ที่จริงแล้ว การตีความกรรมแบบจารีตนี้ขัดต่อต่อคำสอนเรื่องกรรมของพระพุทธเจ้าที่มีจุดประสงค์เพื่อส่งเสริมความสง่างามทางศีลธรรมและการกระทำที่ดีงาม ทั้งด้วยเจตนารมณ์และตัวอักษร ดังนั้นจึงเป็นตลกร้ายที่กรรมถูกใช้เป็นข้ออ้างในการนิ่งเฉย โดยเฉพาะอย่างยิ่งเมื่อมีความอยุติธรรมอย่างเลวร้ายมาปรากฎอยู่ต่อหน้า
คำยืนยันของพระพุทธเจ้าว่าโลกนั้นประกอบสร้างด้วยการกระทำของมนุษย์ในวาเสฏฐสูตร ยังชี้เป็นนัยว่าในทำนองเดียวกัน โลกนี้ก็สามารถถูกรื้อถอนและสร้างใหม่ได้ด้วยการกระทำของมนุษย์เช่นกัน อุปมาล้อรถศึกในพระสูตรนั้น ถูกกล่าวซ้ำในสังคหสูตร เพื่อระบุประเภทของการกระทำที่เป็นพื้นฐานของสังคมอันพึงปรารถนา
“ทาน (การให้) ปิยวาจา (วาจาที่ทำให้เป็นที่รัก) อัตถจริยา (การกระทำดี) และสมานัตตตา (การปฏิบัติต่อทุกคนอย่างเท่าเทียม) ตามที่ทุกคนสมควรได้รับ พันธะแห่งความสัมพันธ์เหล่านี้สำหรับโลก เป็นประหนึ่งลิ่มสลักของรถที่แล่นไป”
สิ่งยึดเหนี่ยวสังคมทั้งสี่นี้เรียกว่า สังคหวัตถุ หรือ “เครื่องยึดเหนียวไว้ด้วยกัน ทั้งสี่นี้มีเกื้อหนุนหลักมนุษยธรรม แต่ข้อสุดท้ายคือ สมานัตตตา สมควรได้รับการพิจารณาเป็นพิเศษ
ด้วยรากศัพท์ สม (เท่ากัน เสมอกัน) และ อนัตตา (ไม่ใช่ตัวตน) สมานัตตตา จึงมักถูกแปลว่า ความไม่ลำเอียงหรืออุเบกขา คำอธิบายของอรรถกถาว่า สมานัตตตาหมายถึง “ความร่วมทุกข์สุข” ทำให้ดูเผินๆ เหมือนกับอุเบกขาในพรหมวิหาร
อย่างไรก็ดี อรรถกถายังได้ชี้เฉพาะลงไปอีกว่า “หมายถึง การนั่งร่วมกัน อยู่ร่วมกัน และกินร่วมกัน” ในบริบทพุทธกาลที่คนต่างวรรณะห้ามคบหาสมาคมกัน หลักธรรมนี้ชี้ให้เห็นจิตวิญญาณแห่งความเท่าเทียมที่ไม่ได้เป็นไปตามจารีต
ดังนั้น สมานัตตตาจึงเปรียบเสมือนการแสดงออกระดับสังคมของอุเบกขาจิต เมื่อเรารักษาความสงบวางเฉย(อุเบกขา) ได้ต่อความสุขทุกข์ของตน เราก็จะสามารถแบ่งปันความทุกข์สุขของผู้อื่นได้อย่างเต็มที่ นั่นคือความสามารถในการสัมพันธ์กับผู้อื่นในฐานะมนุษย์ที่เท่าเทียมกัน ไม่มากหรือน้อยกว่า และรู้สึกถึงความทุกข์ของผู้อื่นประหนึ่งความทุกข์ของตน ไม่ใช่การช่วยเหลือผู้อื่น เพื่อตอบสนองอัตตาของตัวเองหรือเพื่อเป็นการทำบุญสร้างกรรมดีให้ตัวเอง
คงไม่ผิดที่จะกล่าวว่า ทานคือ การแสดงออกระดับสังคมของเมตตา อัตถจริยาคือการแสดงออกระดับสังคมของกรุณา ปิยวาจาคือการแสดงออกระดับสังคมของมุทิตา และสมานัตตตาคือการแสดงออกระดับสังคมของอุเบกขา เพื่อกำกับว่าการกระทำทั้งปวงนั้นเป็นไปต่อทุกคนอย่างเท่าเทียม โดยปราศจากการเลือกที่รักมักที่ชังหรืออคติ สังคหวัตถุนี้จึงเป็นรากฐานเชิงปฏิบัติที่มั่นคงในเรื่องหลักมนุษธรรมสำหรับพุทธศาสนา
แม้คำปฏิญญาของพระพุทธเจ้าเรื่องความเท่าเทียมของมนุษย์จะเป็นแนวคิดที่ก่อนกาลเมื่อสองพันห้าร้อยปีก่อน แต่ปัจจุบันเราอยู่ในยุคที่บรรทัดฐานโลกเดินตามมาทันวิสัยทัศน์นั้นแล้ว หลักมนุษยธรรมมีเป้าหมายช่วยเหลือชีวิตและบรรเทาทุกข์ให้กับมนุษย์ทุกคน ในขณะที่หลักสิทธิมนุษยชนยืนยันว่า เราต่างมีสิทธิในการได้รับความคุ้มครองและสิ่งจำเป็นพื้นฐานในฐานะที่เกิดมาเป็นมนุษย์ หลักการเหล่านี้ควรได้รับการสนับสนุนและส่งเสริมอย่างเต็มอกใจโดยชาวพุทธทั่วโลกอย่างปราศจากข้อสงสัย
วิกฤตเรื่องโรฮีนจาเป็นเพียงหนึ่งในความทุกข์ในสังสารวัฏที่เราได้ประจักษ์มากขึ้นในโลกปัจจุบัน รัฐบาลในหลายประเทศรวมถึงประเทศที่ประชาชนส่วนใหญ่นับถือศาสนาพุทธยังกวาดล้างคนที่ถูกมองว่าเป็นภัยต่อรัฐ มีการกักขังนักโทษทางความคิด บรรษัทต่างๆ ทำลายสิ่งแวดล้อมและการดำรงชีพของผู้คนหลายพันหลายหมื่นเพื่อผลประโยชน์ของคนเพียงหยิบมือ และยังมีประเด็นอื่นอีกมากมาย
อย่างน้อยที่สุด พุทธศาสนิกชนมีหน้าที่ต้องคัดค้านการปฏิบัติอันโหดร้ายและไม่เป็นธรรมต่อบุคคล และเรียกร้องให้พวกเขาได้รับการปฏิบัติอย่างที่เราเองอยากได้รับการปฏิบัติจากผู้อื่น เราต้องคัดค้านเมื่อกลุ่มผู้มีความหลากหลายทางเพศถูกส่งกลับไปยังประเทศที่รังเกียจรังแก เมื่อผู้พลัดถิ่นถูกผลักดันกลับไปยังพื้นที่ขัดแย้ง เมื่อผู้ขอลี้ภัยถูกผลักดันกลับไปยังประเทศต้นทางที่พวกเขาเผชิญการประหัตประหาร ฯลฯ ถ้าจะให้ดีกว่านั้น พุทธศาสนิกชนต้องเป็นผู้มีส่วนร่วมอย่างแข็งขันในการขับเคลื่อนทางสังคมต่างๆ เช่น การขจัดความยากจน การสร้างสันติภาพ การรักษาสิ่งแวดล้อม ความเท่าเทียมทางเพศ และความรับผิดชอบของบรรษัท
Swaris กล่าวว่า “...กระบวนการที่สร้างความทุกข์ในโลกนี้สามารถถูกทำให้ย้อนกลับได้ ถ้าพิจารณาอย่างถี่ถ้วนจนพบเงื่อนไขที่ก่อให้เกิดมันขึ้น สิ่งที่ถูกประกอบสร้างขึ้นก็สามารถถูกรื้อถอนได้ นี่เองคือพื้นฐานของความหวังของพระพุทธเจ้า”
ตอนนี้ในฐานะพุทธศาสนิกชนเราจึงมีหน้าที่ในการสืบทอดความหวังนี้ไม่ให้สูญหายไปในช่วงชีวิตของเรา วัดวาอารามอันอร่ามเรืองรองและพระสงฆ์องค์เจ้านับร้อยพันจะมีประโยชน์อันใด หากเราเอาหูไปนาเอาตาไปไร่มืดบอดต่อความทุกข์อันใหญ่หลวงในโลกนี้?
